Sometime in 1999, California State Attorney General Bill Lockyer had a draft letter prepared to send to those 1500-odd people. By JBT standards it was a gentle thing. "You are advised to relinquish the assault weapon to a police or sheriff's department pursuant to California Penal Code section 12288 or render the weapon permanently inoperable," the letter said. It also promised that the "Justice" Department would refund any registration fee paid. Darn nice of them.
Then something very strange happened.
The whole thing went away.
And nobody's saying exactly why. But there are stories, oh, boy. The most prevalent (and pleasing, which means I have always distrusted it, even though it's plausible) is that Lockyer (a virulent anti-gunner) was licking his chops at the prospect of confiscating all those guns and making California a massively safer place for politicians and bureaucrats to live. Of course, it wouldn't exactly be him doing the confiscating; he'd need muscle for that. So he ordered the top brass of the state police to draw up plans for general confiscations, first of this small test group and later for the much larger group of scofflaws.
And the state police told him to get stuffed.
