MailCrypt: PGP and GNUPG for Emacs
Jin Choi, Pat LoPresti, Len Budney & Brian Warner created an Emacs minor mode for encrypting and decrypting messages with PGP or GNUPG. It's fairly old, so I don't know how well it will work with newer versions of the command line PGP, but it works fine for me in the lastest version of GNUPG. In Linux that is. It doesn't work in Windows, since it relies on 2> directing error output and 3> directing status output, which Windows doesn't do (except, maybe, in a Cygwin version of Emacs, which I'm not using).
