Permits for the Gunless

Certain Americans should start carrying No-Gun Permits. If you can demonstrate, to the local sheriff or your state police, that you have good reason or cause why you should not carry a gun, then after attending a class and paying a fee and being fingerprinted, and having your background carefully checked, and passing two tests, you can get a card that says you have official permission to not carry a gun.
Anybody caught not carrying a gun, without permission to be unarmed, can be prosecuted for a misdemeanor. In any contact with a police officer, you must declare that you are unarmed, and you must show your permit. Failure to have or show the permit is an additional charge. Then, local newspapers should take it upon themselves to publish the names of all the people who have secured No-Gun Permits. It's only fair. It provides equal protection under the law. Gratuitous gunlessness is a pox on society.
