Nat Hentoff at The Village Voice - Lewis E. Welshofer tortured and killed Major General Abed Hamed Mowhoush while interrogating him in Iraq. He was let off with a reprimand by a military jury in Colorado. Yet Bush claimed on January 26 that, "No American will be allowed to torture another human being anywhere in the world!" [root]

Army officer Welshofer, interrogating the prisoner on November 26, 2003, at Qaim, Iraq, shoved him into a sleeping bag and sat on his chest before "waterboarding" him to simulate drowning. No information was obtained, because the prisoner stopped breathing.
