This all came from article 3 of the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, which the U.S. signed in 1988. It requires nations to outlaw:
[p]ublicly inciting or inducing others, by any means, to commit any of the offences established in accordance with this article or to use narcotic drugs or psychotropic substances illicitly.

bob lonsberry - Time to Call off Police Chases: Tells the story of a man who crashed his motorcycle at 100 MPH with his 17-year-old date behind him. He'll probably survive. She may not. The reason for the crash? A cop chased them when the man refused to pull over for a speeding ticket.

When the cop comes up behind somebody and turns on the flashing lights, there is only one rational response. To pull over and turn off your engine and comply with the instructions of the officer. That's what somebody with a brain does. That's what a thinking person does.

But people don't always think. Particularly young people, particularly scared people.

Particularly young men trying to impress young women.

And they can make a fatal misjudgement, in the blink of an eye, by panicking or by foolishly playing the daredevil.

And in that situation somebody has to be the grown-up. Somebody has to be responsible for the safety of the public. And that somebody is the cop.

If some traffic violator is dumb enough to go racing down the street when the cop lights come on, the cop's policies must say that -- unless there is a fleeing felon involved, or a clear and direct threat to public safety -- the chase must be broken off immediately.
